Bally’s affirms commitment to Chicago amid VGT dispute, announces New York funding

Stakeholders from Bally’s Corp gave an update about the progress of the company’s permanent Chicago casino in a conference call that lasted just eight minutes Monday, with comments from Chairman Soo Kim and Wanda Wilson, chair of the Bally’s Chicago board.

The terse call came about a month after Bally’s announced it was “resetting the pace of construction” of the project’s non-gaming elements in response to the city’s legalisation of video gaming terminals earlier this year.

Kim said the purpose of convening the call was to “reiterate our deep commitment to Bally’s Chicago” and to address “inaccurate reports” from the press saying that construction had stopped or slowed after the update that was released in early August.

“Construction continues every day, and there are approximately 1,000 skilled tradespeople working on the construction of the permanent Bally’s Chicago resort,” Kim said.

The casino remains on track for an early 2027 opening, Kim asserted, but the company changed how it is “sequencing certain elements of the development”. Kim said that Bally’s was actually “over-delivering” on its commitments to the city and reset the construction timeline to better align with its Host Community Agreement. He said the company would soon be arranging tours of the construction site with investors and shareholders.

“Investors should view our actions through a straightforward lens: We are protecting the value of significant investments we’re making in Chicago while faithfully executing our contractual obligations,” Kim concluded. “And let me say this again — we remain fully committed to Chicago.”

Bally’s, city fight over VGTs

Kim’s comments Monday were less detailed than others given before the Chicago City Council’s License Committee last week.

At that venue, the company’s President and interim Chief Financial Officer George Papanier told officials that Bally’s will “deliver the event centre, 100 rooms of the hotel and the required food and beverage components” in early 2027, per the Chicago Sun-Times. That said, the company is reevaluating about 12% of the project’s other planned amenities in response to potential cannibalisation from video gaming terminals. The hotel plan calls for an eventual total of 500 rooms.

The City Council legalised VGTs in its latest budget that took effect in January. Mayor Brandon Johnson opposed the move but was overruled by a council majority. Johnson and his colleagues have fought over the issue all year, which is still largely unresolved. In the meantime, however, the Illinois Gaming Board has approved 65 VGT licence applications in the city, according to the Sun-Times. VGTs are the highest-grossing gaming vertical in Illinois, generating substantially more revenue and taxes than land-based casinos.

Papanier said the components of Bally’s Chicago that are being “reset and re-contemplated” are “all in conjunction with the proliferation of VGTs”. While the current number of licences is low, he asserted that widespread proliferation could result in a “30 to 50% impact on top-line revenue” for the casino and it would be “irresponsible” to continue construction “until we understand what the landscape looks like”.

Bally’s stock jumped 7% in trading Monday to $9.84. Shares have fallen 30% in the last month in response to uncertainty in Chicago and warnings about the company’s ability to continue as a growing concern in its Q2 earnings report. Former CFO Mira Mircheva resigned on 4 September, prompting Papanier to take over the role on an interim basis.

Rocky road in Chicago

The VGT dispute and construction reset are the latest chapters in a long and bumpy road for Bally’s since winning Chicago’s sole casino licence in 2022. Work has been halted for debris overflow and for unapproved contractors, and the company faced an $800 million funding gap that was eventually filled through a financing agreement with Gaming and Leisure Properties. Potential interference with city water lines also necessitated a significant redesign of the hotel plan.

Bally’s has been granted two years’ worth of extensions for the permanent project. State law allows for two-year temporary licences, but the Illinois Gaming Board approved an extension to three years in 2023. That pushed the deadline to this September, but Bally’s ultimately received another year’s worth of extensions through language included in the state’s omnibus revenue bill that was passed in June.

If the latest extension would not have been granted, Bally’s would have had to close its temporary casino at Medinah Temple until the permanent venue was completed. That would have resulted in multiple months with no revenue in the market, but Kim told iGB at the East Coast Gaming Congress in April that a closure of the temporary site was “not the end of the world”.

New funding for Bally’s Bronx

Meanwhile, Bally’s is forging ahead with an even bigger project to the east, its $4 billion Bally’s Bronx resort in New York City. The company was one of three NYC licence winners last year, alongside Resorts World New York City and Hard Rock’s Metropolitan Park.

Bally’s announced Monday it has secured a total of $560 million worth of financing from WhiteHawk Capital Partners “to fund further development of the Bally’s Bronx project and general corporate purposes”. The funding will close this quarter, the company said.

“This important financing allows us to progress the pre-construction planning process so that we are ready to complete the remainder of the capital raise and remain on schedule,” Kim said in a statement. “Furthermore, the additional liquidity provides us greater flexibility for other capital opportunities.”

In its application materials in New York, Bally’s said it would begin construction “eight to nine months” after securing a licence, which would be this month. The project calls for a single-phase opening sometime in 2030 if timelines hold.
