Tim Miller sets sights on gambling black market with new consultancy 

Tim Miller, former executive director for policy and research with the UK Gambling Commission , has launched an international advisory firm, GamReg Consulting. 

In a statement on Wednesday, Miller laid out how the firm will be aimed at helping governments and regulators navigate rapid and complex changes in the global gambling industry as well as the illegal gambling market. 

GamReg Consulting will provide expert support in regulatory design and implementation to jurisdictions facing technological innovation and rising political scrutiny. 

It will also aim to meet the increasing demands for consumer protection. 

Illegal gambling at the forefront

The company plans to collaborate with commercial providers that supply regulatory bodies. A core focus of GamReg’s consultancy will be combatting illegal gambling markets.

The firm intends to guide clients in aligning regulation, industry practices and technological solutions to ensure consumers have strong incentives to remain within licensed markets.

“Regulators everywhere are dealing with fast-moving markets alongside heightened expectations,” Miller said. “They need practical, credible approaches that keep players safe while supporting a compelling consumer offer.” 

He cautioned against “simplistic, blunt approaches like ever-increasing tax hikes or blanket prohibitions”, advocating instead for regulation that is “evidence-led, outcomes-focused and technology-driven”. 

He added that GamReg Consulting is designed to help “turn that ambition into regulation that protects consumers, commands industry confidence and works in the real world”.

The firm has already initiated projects with partners in North America and plans to broaden its reach globally throughout 2027.

Miller’s regulatory legacy

Miller left the Gambling Commission earlier this year after over a decade at the regulator. 

During his time at the commission, Miller was responsible for leading the research function and spearheading several high-profile policy initiatives. 

He oversaw the launch of the Gambling Survey for Great Britain and guided the implementation of aspects of the Gambling Act review and subsequent white paper. 

This included reforms to enhance age verification, trialling financial vulnerability checks, regulating remote game design and tightening direct marketing rules. 

Sarah Fox, a former senior civil servant from the Department for Digital, Culture, Media and Sport, was tapped as Miller’s replacement. 

Miller also stepped down from his board position and role as treasurer at the Gambling Regulators European Forum (GREF). Miller served on the forum for several years and was a key UK figure. GREF expressed its gratitude for Miller’s contributions during his tenure.
