SPA orders immediate suspension of 14 licensed betting sites in Brazil
On Friday, the Secretariat of Prizes and Bets (SPA) adopted seven precautionary measures against operators and ordered the immediate suspension of 14 licensed betting sites.
The actions were applied following administrative sanctioning processes, which were initiated in August 2025.
Precautionary measures are essential tools for the SPA in carrying out its supervisory and sanctioning functions.
They allow the interests of society to be safeguarded and can be applied when there are requirements of plausibility and danger of delay. They are provided for in articles 44 to 46 of Law 14.790/2023 and in articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.
The available precautionary measures include temporary deactivation of equipment and systems, as well as the collection of issued tickets.
Sigap failures
Of the seven precautionary measures, five related to failures in sending information to the betting management system (Sigap). Through Sigap, the SPA monitors betting volumes, gross gaming revenue and compliance with rules set by regulations in real time.
Two other issues involve the failure to implement effective mechanisms for controlling, evaluating and monitoring users regarding responsible gaming.
Companies and brands affected
The suspension of the companies’ operations stipulates that the platforms will only maintain access for players to withdraw their funds. The SPA applied precautionary measures to the following companies:
Pixbet Soluções Tecnológicas. The SPA applied two precautionary measures. One concerned the implementation of effective mechanisms for controlling, evaluating and monitoring bettors within the scope of responsible gaming policies. The other refers to failures in sending information to Sigap. The suspended brands are: pixbet.bet.br, ganhei.bet.br and betdasorte.bet.br.
Zeroumbet Digital Platform. The operator of the brands zeroum.bet.br, sportvip.bet.br and energia.bet.br violated regulations by failing to send information intended for monitoring and oversight by SPA.
Enseada Serviços e Tecnologia. The company did not send information intended for monitoring and oversight by SPA, leading to the suspension of its brand kbet.bet.br.
Select Operations. The owner of the brands mma.bet.br, betvip.bet.br and papigames.bet.br did not forward the required and necessary information for effective monitoring and oversight by SPA.
Nexus International. Brand: megaposta.bet.br. The company failed to submit the documents required by SPA to Sigap, which are necessary for effective monitoring and oversight.
RR Participações e Intermediações de Negócios. Brands: multibet.bet.br, rico.bet.br and brx.bet.br. The company failed to present the necessary documentation for due diligence regarding the company’s actual shareholding structure. This hampered the assessment of compliance with requirements related to legal standing, tax and labour compliance, integrity, economic and financial qualification and technical qualification.
Failure to comply with the precautionary measures subjects the betting operator to a daily fine of BRL200,000 ($38,557).
